Do boons need to be registered with the storyteller or is it entirely in character?

One thought that I have had is to have the characters register them IC with the Harpy who records them in a "Book of Grudges" which is an IC prop that is brought to each game. That book becomes the Storyteller record and the in character record as well. If the Harpy isn't at a game, the boon isn't recorded until the Harpy is contacted about it. If the Harpy continually forgets the book, it could be seen as a sign that he or she might need replacing. Your thought?

Also, are we using item cards for weapons, gear, money, etc.?

Boons are always a function of in-character actions and enforcement. However, if the city doesn’t control the boons well, the city will have trouble with other cities.

We’re having the boons from the raffle registered with the STs so we can make sure that everyone gets what they need and the players are notified. Plus there are NPCs in there as well.

I’ve seen this done as most of the games I’ve played. It works well for small games. The ECC book was a disaster.

However, at the moment, there isn’t a harpy. I imagine that there will be one quickly as characters start to fear that their boons will be lost. However, there will be a visiting lesser harpy to listen to the announcement from the archon and take care of certain needs for a short time.

Yes and they must be approved and stamped by the Paperwork ST.

The short answer is yes. Anarchs and independents are able to acquire and owe boons.

Some clans like the Setites and the Giovanni stake their reputations on boons and take it very serious if they hear of a member of their clan violating boons.

Anarchs are a bit of a different story. Some Anarchs believe that boons are part of the chains that bind the neonates to the elders. As such, they often attempt to subvert the system and as a result ruin the credit of others. Getting involved in the system might ruin an anarch’s reputation. No one wants to be an Uncle Tom.

Further, some harpies don’t believe that it is their jobs to enforce boons owed to anarchs.

The long answer will be decided by the characters and how the game folds.

As a frontier town, Seattle is expected to be somewhat lax. But if they stray too much, Spokane might take political advantage. And how will Portland feel about the Bremerton Anarchs being a bunch of Uncle Toms?
